Perm Federal Research Center of the Ural Branch of the Russian Academy of Sciences (PFRC UB RAS) is a modern world-class research center based on the integration of various scientific approaches and paradigms while preserving unique professional competencies of its member institutes and scientific departments and laboratories.
The mission of the center is development of interdisciplinary and multidisciplinary approaches aimed at solving a wide range of integrated security issues for technologies, infrastructure facilities and territories.
Academic "construction" in Perm began in 1971 with the formation of the Department of Polymer Physics of the Ural Scientific Center of the USSR Academy of Sciences, as well as divisions of the institutes for plant and animal ecology and economics (Yekaterinburg).
In 1980, the Department of Polymer Physics was transformed into the Institute of Continuous Media Mechanics of the Ural Scientific Center of the USSR Academy of Sciences (ICMM, UC USSR Academy of Sciences), Corresponding Member Alexander Aleksandrovich Pozdeyev, who is rightfully considered to be the founder of the academic science of Kama region, became its first director.
In 1985, the Institute of Organic Chemistry with experimental production of the Ural Scientific Center of the USSR Academy of Sciences was organized on the basis of the Department of Chemistry of the Institute of Continuous Media Mechanics of the Ural Scientific Center of the USSR Academy of Sciences, renamed the Institute of Technical Chemistry of the Ural Branch of Sciences of the USSR in 1991 (ITC RAS UB).
Perm Scientific Center of the Ural Branch of the USSR Academy of Sciences (PSC UB of the USSR Academy of Sciences) was created simultaneously with the Ural Branch of the USSR Academy of Sciences by Resolution of the Central Committee of the CPSU and the Council of Ministers of the USSR No. 1088 of 26 September 1987, resolution of the Presidium of the Academy of Sciences of the USSR of 22 January 1988 No. 12 and the Decree of the Presidium of the Ural Branch of the USSR Academy of Sciences of 1 February 1988 No. 2.19 on the basis of the institutions of the USSR Academy of Sciences located in the city of Perm:
The first chairman and founder of the Ural branch was academician G.A. Mesiats. The first chairman of the Perm Scientific Center and the Director of the Institute of Chemical Technology, Ural Branch of the Academy of Sciences of the USSR Academy of Sciences, was Corresponding Member, Doctor of Technical Sciences Yuri Stepanovich Klyachkin.
In 1988, the Department of Breeding and Genetics of Microorganisms of the Institute of Plant and Animal Ecology of the Ural Scientific Center of the USSR Academy of Sciences (Sverdlovsk) was transformed into the Institute of Ecology and Genetics of Microorganisms of the Ural Branch of the USSR Academy of Sciences (later IEGM UB RAS). The Institute was headed by the future academician and chairman of Ural Branch V.A. Chereshnev.
In the same year, the Mining Institute of the Ural Branch of the Academy of Sciences of the USSR Academy of Sciences was established, headed by Corresponding Member Arkady Evgenievich Krasnoshtein , who headed it until 2009.
After renaming the Ural Branch of Sciences of the USSR (Ural Branch of the USSR Academy of Sciences) into the Ural Branch of the Russian Academy of Sciences (Ural Branch of the Russian Academy of Sciences) on the basis of the Presidential Decree of 21 November 1991, No. 228 all the institutes on the basis of the National Scientific Center began to be called with a modified abbreviation of UB RAS: PSC UB RAS, ICMM UB RAS, MI UB RAS, IEGM UB RAS.
In 1994, Perm Department of Social and Economic Research of the Institute of Economics, UB RAS, was transformed into the Perm branch of IE UB RAS.
In 2003, Perm branch was established to study political institutions and processes of the Institute of Philosophy and Law of the Ural Branch of the Russian Academy of Sciences. In 2004, Perm branch of the Institute of History and Archeology of the Ural Branch of the Russian Academy of Sciences was established. In August 2013, both humanitarian branches were transferred to the structure of the PSC UB RAS as departments: the department for the study of political institutions and processes and the department of history, archeology and ethnography.
In 2013, the Laboratory of Photonics of the PSC UB RAS was organized on the initiative of Chairman of the Presidium of the Perm Scientific Center, Academician V.P. Matveyenko and General Director of Perm Scientific-Production Instrument-Making Company (PSPIMC) A.G. Andreeva.
In 2013, as a result of the merge of the Russian Academy of Sciences and the Russian Academy of Agricultural Sciences, Perm Research Institute of Agriculture (PRIA) became part of the PSC UB RAS.
In 2017, the PSC UB RAS was reorganized into the PFC UB RAS (Federal State Budgetary Institution of Science Perm Federal Research Center of the Ural Branch of the Russian Academy of Sciences) in the form of affiliation:
On the basis of the resolution of the Central Committee of the CPSU and the Council of Ministers of the USSR from 26 September 1987 No. 1088 “On the Ural and Far Eastern Branches of the Academy of Sciences of the USSR” and the resolution No. 12 of the Presidium of the Academy of Sciences of the USSR from 22 January 1988 and the resolution of the Presidium of the Ural Branch of the USSR Academy of Sciences from 1 February 1988, Perm Scientific Center of the Ural Branch of the USSR Academy of Sciences was established on the basis of the institutions of the USSR Academy of Sciences located in the city of Perm.
The first chairman of Perm Scientific Center of the Ural Branch of the Russian Academy of Sciences (1988-2000) was Klyachkin Yury Stepanovich, Doctor of Technical Sciences, Professor, Corresponding Member of the Russian Academy of Sciences.
From 2000 to 2017 Academician of the Russian Academy of Sciences Matveyenko Valery Pavlovich was Chairman of Perm Scientific Center of the Ural Branch of the Russian Academy of Sciences (on the basis of the order of the Ural Branch of the Russian Academy of Sciences No. 108 from 15 June 2000).
In accordance with the decree No. 274 of the Presidium of the Russian Academy of Sciences from 18 December 2007, the institution was renamed Perm Scientific Center of the Ural Branch of the Russian Academy of Sciences.
By the decree of the Presidium of the Russian Academy of Sciences from 13 December 2011 No. 262, the type and name of Perm Scientific Center of the Ural Branch of the Russian Academy of Sciences was changed to the Federal State Budgetary Institution of Science.
In accordance with the Federal Law from 27 September 2013 No. 253-FE “On the Russian Academy of Sciences, the reorganization of state academies of sciences and the amendment of certain legislative acts of the Russian Federation” and the decree of the Government of the Russian Federation from 30 December 2013 No. 2591-r The PSC UB RAS was transferred to the jurisdiction of the Federal Agency for Scientific Organizations (FASO of Russia).
The Federal State Budgetary Institution of Science Perm Federal Research Center of the Ural Branch of the Russian Academy of Sciences (PFRC UB RAS) is organized in accordance with the order of FASO Russia N340 dated 26 June 2016, based on Perm Scientific Center of the Ural Branch of the Russian Academy of Sciences (PSC UB RAS) as a result of reorganization in the form of joining to it the Institute of Continuous Media Mechanics of the Ural Branch of the Russian Academy of Sciences (ICMM, Ural Branch of the Russian Academy of Sciences), the Institute of Technical Chemistry of the Ural Branch of the Russian Academy of Sciences and Sciences (ITC UB RAS), the Mining Institute of the Ural Branch of the Russian Academy of Sciences (MI UB RAS), the Institute of Ecology and Genetics of Microorganisms, Ural Branch of the Russian Academy of Sciences (IEGM UB RAS), Perm Research Institute of Agriculture (PRIA).
Since 2017 with the organization of PFRC UB RAS
Director of Perm Federal Research Center of the Ural Branch of the Russian Academy of Sciences is Academician of the Russian Academy of Sciences Baryakh Alexander Abramovich (on the basis of the order of FASO of Russia No. 688 of 24 July 2017).
The Scientific Supervisor is Academician Matveenko Valery Pavlovich (on the basis of the decree of the Presidium of the Russian Academy of Sciences No. 151 from 19 September 2017).
Since 2018 PFRC UB RAS, in connection with the abolition of the FASO of Russia, it is under the jurisdiction of the Ministry of Science and Higher Education of the Russian Federation.
The Institute of Continuous Media Mechanics of the Ural Scientific Center of the USSR Academy of Sciences was established in accordance with the resolution of the Presidium of the USSR Academy of Sciences of 14 February 1980, No. 249 by reorganizing the Department of Polymer Physics of the UC USSR Academy of Sciences, which was established as an independent scientific institution on 1 July 1971 by the decision of the USSR Council of Ministers.
Currently, the institute includes 11 laboratories and 1 department.
In 2017, the Institute became part of Perm Federal Research Center UB RAS.
The Institute of Technical Chemistry was established in 1985 on the basis of the Department of Chemistry of the Institute of Continuous Media Mechanics, Ural Center, USSR Academy of Sciences. Klyachkin Yury Stepanovich, Corresponding Member of the Russian Academy of Sciences, was the founder of the institute and the first director from 1985 to 2000.
Currently, the institute includes 7 laboratories.
In 2017, the Institute became part of Perm Federal Research Center UB RAS.
The Mining Institute was organized simultaneously with the Ural Branch of the Russian Academy of Sciences and the Perm Scientific Center in accordance with the decree of the Central Committee of the CPSU and the Council of Ministers of the USSR No. 1088 of 26 September 1987 and the Resolution of the Presidium of the Ural Branch of the Academy of Sciences of the USSR 2-7 of 1 February 1988 Aerology and Geophysics of the Institute of Geophysics, Ural Branch of the Russian Academy of Sciences, and Kungur Stationary of the Institute of Geology and Geochemistry named after Academician A.N. Zavaritsky. Currently, the institute includes 14 scientific divisions. In 2017, the Institute became part of Perm Federal Research Center of UB RAS.
The Institute of Ecology and Genetics of Microorganisms was organized in 1988 on the basis of the Department of Breeding and Genetics of Microorganisms of the Institute of Plant and Animal Ecology of the Ural Scientific Center of the USSR Academy of Sciences. The first director ( 1988 - 2003) was academician Valery Aleksandrovich Chereshnev. Currently, the institute includes 8 scientific divisions. In 2017, the Institute became part of Perm Federal Research Center UB RAS.
PRIA is the oldest agricultural research institution in the Western Urals. In 1913, the official opening of the Perm provincial agricultural experimental station took place, initially intended to solvie the problems of the cultivation of the poor sod-podzolic soils of the Urals. The preservation and improvement of soil fertility, which is the main means of agricultural production, remains one of the main fields of the institute work of up to the present time.
In 1988 after numerous transformations and change of location the Research Institute of Agriculture was established in Lobanovo on the basis of the experimental station. In 2017, the institute became part of the PFRC UB RAS.
